I think I understand your description of a "wheel inside a folder"...probably the editors can better explain it, but I think it is a symbol to mean an interesting blog post. If no one else can answer your question, then send your question to the editors.

Please post a photo of it. I just went through "early sketches" and all of the links. I do not see anything like what you describe.
